Job Summary:

Responsible for supervising maintenance administrative assistants; dissemination of projects, budget tasks, tracking AMS activities, material purchase orders, PeCoS entries, track pavement surface treatment projects and ensure delivery. This position will also serve as a direct and centralized contact for general procurement contracts and MMS. tracks and develops district performance measures and metrics, assesses methods of best capturing data to depict the ongoing improvements within the district, displays and documents the findings accordingly. Performs studies of policies, procedures, systems, practices, operations, and organizational structures to devise the most effective and efficient methods of accomplishing work; confers with agency staff and outside entities; gathers information to define needs; plans, conducts analysis; studies special administrative problems; develops and conducts surveys, collaborates to develop training materials and provide training; conducts effective reviews to ensure systems are applied and functioning as designed; develops goals, objectives and procedures to conduct studies and carry out program activities effectively. Assist with winter operations, organize, and maintain a schedule to ensure front desk coverage during normal hours.

Job Duties:
  • Supervise maintenance admins, disseminate projects, budget tasks, track AMS activities, material purchase orders, PeCoS entries and track pavement surface treatment projects and ensure delivery. Oversee admins duties including tracking and developing district measurements and metrics, assessing methods for capturing data to depict ongoing improvements within the district, maintain and monitor budget for all maintenance and operational district units.

  • Analyze maintenance and operational data. Prepare reports/recommendations, provide information and solutions. Serve as centralized contact for general procurement contracts and MMS. Confer with agency staff/outside entities, gather information to define needs, plan and conduct analyses, study special administrative problems, develop and conduct surveys.

  • Manage, instruct and counsel maintenance admins. Provide leadership, mentoring, guidance and evaluation of staff.

  • As safety coordinator, track safety meetings, gather data from unit safety reps, advocate for safety needs (classes, etc.) coordinate annual fire marshal inspections, review safety plans, keep records, assist with audits, and take part in other safety related activities as needed/directed.

  • Review technical problems and develop processes/recommendations for resolutions. Prepare project related documentation ensuring conformance with applicable laws, rules, regulations, and standards. Collaborate to develop training materials and provide training, conduct effective reviews to ensure systems are applied and functioning as designed, develop goals, objectives and procedures.
Knowledge, Skills & Abilities (KSAs):

Knowledge in

- Principles and practices of public administration with emphasis on effective planning, organization and management; contemporary business methods, procedures, and practices.
- Principles and techniques of automated information systems analysis, design, modification, and implementation; principles, research methods and reporting techniques used in administrative studies.
- Operational/programmatic structures, applicable legislation, rules, regulations, standards, policies, procedures, resources and priorities.
- Continuous improvement or LEAN principles
- PECOS, APP, and HRIS
- Adept with visual graphics and proficient with Tableau software or equivalent
- Google suite applications

Skill in

- In depth expertise of procurement, budget and contract management with emphasis on safety policies, processes and regulations
- Provide reports identifying trends for efficiencies and accuracy of all contracts and budget management
- Identify complex problems and review related information to develop and evaluate options and implement solutions
- Advanced Excel or Google Sheets experience

Ability in

- Identify and analyze organizational and/or procedural problems and determine effective solutions; express ideas and information clearly and concisely, both orally and in writing
- Establish and maintain effective cooperative relationships as necessary to conduct work
- Supervise and evaluate work of others
- Ability to coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

In depth knowledge of Microsoft Office, Google Suite, PeCoS, PEN, FAST applications. Knowledge of accounting processes and procedures.
